maybe if they thought about consolidating the rural farmers cooperatives and allow these peoples the controlling majority of ownership and decision making empowerment, they might get something passed. in this way, it will at least look like SCTEX & BDCA management authorities are trying to give back to the people, instead of it appearing as the processing of still more hectares and pesos in the name of progress.
