SCTEX AND TIPO GATE

The new expressway is very nice and welcomed, but I have some comments on passing gates in SBMA.

The former SBMA toll station at Tipo should be discontinued and incooperated into the new SCTEX toll. If you come from Clark/Manila and stop to pay your tollfee, then 300 meters after you stop and pay P19! again, in another tollboot. At rush time and weekends, you can risk staying 10-15 minutes waiting to pay this. Plans at start of expressway, was that Tipo road should be part of SCTEX, but it dont looks like it now, understand SBMA want their 19 peso, but there must be an easier way to do this. I hope Lopez group will get contract on SCTEX also, so we can have a system with E-ticket also here (incl. Tipo)



After a few km more driving, you will reach the Customs checkpoint, also a hangover from Freeport time. I can not understand the need for this gate, as I have pass it hundreds of times, but never been checked a single time. At least 2 gates each way should be opened for passenger/private cars and no need to stop, Why not have green and red lanes. Trucks could have their own gates with checking of cargo, etc.



If you are planning to go Ocean Adventure, you will pass two gates more, one after the airport and one near Triboa bay. Also totally wasted, as they never checked any cars. Close this stupid gates, its not a military base anymore. Looks like SBMA is more concerned keeping a large workforce. They still complain they have tigth budgets. Thanks to a large workforce in Law & Enforcement division of 1400 men, contributing very little to L&E. This have a conveniant side and economic gain, but it's to bad politics are involved. FSC just announce "lean & clean" policy, slashing its staff by half. If L&E slim workforce by half, they would save P10mil per month. SBMA have 7 entry gates, almost 20 gates inside base, manned 24/7 by 3 men. Overstaffing is an understatement.



If SBMA are serious getting tourists to come, we can not have this irritating systems. Furthermore, I can not see that SBMA is preparing roadnet inside base for increasing traffic. The crossing near maingate/Times Square should have a overpass for pedestrians. Junction near new Petron should have roundabout and no traffic-ligths, which means 50% more capacity. In short, a lot more should be done to get smooth and conveniant traffic flow.
