very interesting...how backwards is checking the quality of concrete after it has been curing for...it doesnt matter - the inspections, documentation and testing samples should have been taken during the pour, at the proper intervals, by registered technicians so that when the completion date elapses, there would be nothing to gripe about except the traffic.
the sad underlying thruth of the entire matter can probably be summed as follows: the contractors are undoubtedly backpeddling mightily to recover from severe cost overruns without having to cough up their performance bonds as well...and so they have devised this rue as a way to recover, in part, what they underbid...and then have the allegiance to bill it out as a few extra weeks worth of scrutinization and paperwork so that the taxpaying constituancy will at least be assured that its a nice, smooth road.
its no wonder people dont show up to vote....
