Unless they construct a huge, tall bust of the Apo, the latter should remain below in the present location otherwise the overpass' walkway & roof would totally obscure it.

I would hate to leave Olongapo for a few months just to avoid the monstrous traffic jam this landmark project would create, but I think the majority wouldn't mind the inconvenience for such a marvelous showcase. now its Sacrifice for Excellence!
